HELP on case analysis!

So, I am having a hard time figuring out how to start my paper. I want to make sure I have my constituents right before moving along much further. Are the provosts constituents mainly the Faculty Senate and president? Or is it broader then that? I have no clue! I know that the Engineering Department should be schmoozing me..but other then the Faculty Senate and the President I don't know who I am suppose to schmooze. If anyone has any insights or would like to give examples that they are using, that would be a great help.

Is anyone else having a hard time with this?

Sho, think about the community. The college is producing graduates who will go out into the workforce. Also, what about other colleges. Will students apply in larger numbers to the college since the curriculum is different? Will the changes (or potential changes) impact community college transfers? How will the community colleges respond? Think about the entire system.

I took the latitude to add some additional factors such as a new president and another college within the university to craft a response. I took the environment, as a significant aspect. I took the risk of being a bit creative and adding other details to better frame my choices of style.
